

The field of crisis management is not merely a collection of theories found in academic journals; it is a dynamic, high-stakes discipline where the difference between success and failure is measured in human lives. In the Philippine context, this reality is governed by a complex web of statutory mandates, tactical doctrines, and the ever-present demand for inter-agency synchronization. This book is born out of a lifetime spent on the frontlines of law enforcement and the podiums of criminology education. My journey began in the streets of Pagadian City and eventually led me to a historic milestone as the First Female Chief of Police in the history of Police Regional Office 9 (Zamboanga Peninsula). Serving as Station Commander in Pitogo, Zamboanga del Sur, taught me that leadership in a crisis requires more than just a command of the law—it requires the ability to remain calm in the eye of the storm and the foresight to plan for the unthinkable. Throughout these chapters, we explore the critical pillars of Consequence Management, the legal rigors of Republic Act No. 10121, and the operational necessity of the Incident Command System (ICS).
