
Over the years, concerns have been raised regarding ethical lapses and integrity issues within certain sectors of law enforcement, leading some critics to associate such deficiencies with inadequacies in the moral and character formation of law enforcement personnel. Recognizing the need to strengthen values formation and ethical development among future criminologists, the Professional Regulatory Board of Criminology (PRB Criminology), with the support of the Professional Criminologists Association of the Philippines (PCAP), advocated for the inclusion of Character Formation 1 and Character Formation 2— in the Bachelor of Science in Criminology curriculum. These courses, together with the foundational course on Professional Conduct and Ethical Standards, are intended to cultivate God-fearing, morally upright, and professionally responsible criminologists who embody the highest ideals of integrity, patriotism, discipline, and public service. It is hoped that through these curricular reforms, Criminology and Criminal Justice Education will continue to produce not only competent practitioners of criminal justice but also righteous and principled professionals whose conduct will help restore and elevate the public trust and institutional image of law enforcement agencies in the Philippines. This handbook is therefore offered as a meaningful contribution to that noble objective—serving as a guide in the formation of future criminologists whose character shall be as commendable as their competence.
